(1) “Antique firearm” means any firearm manufactured in or before 1918 (including any matchlock, flintlock, percussion cap, or similar early type of ignition system) or replica thereof, whether actually manufactured before or after the year 1918, and also any firearm using fixed ammunition manufactured in or before 1918, for which ammunition is no longer manufactured in the United States

The scheduling of leap seconds was initially delegated to the Bureau International de l'Heure (BIH), but passed to the International Earth Rotation and Reference Systems Service (IERS) on January 1, 1988. IERS usually decides to apply a leap second whenever the difference between UTC and UT1 approaches 0.6 s, in order to keep the difference between UTC and UT1 from exceeding 0.9 s.
